21st September 2015 It is
my understanding that the 6&2 rule was brought in to preserve
participation and to retain the pubs/clubs struggling for 8 players. I
assert that while this might have been successful upon inception – this is
no longer the case. The rule doesn’t bring in new teams and the number of
teams in the league during 6&2 era has now reduced. Furthermore there is
clear precedent in other pub games. Darts, pool, snooker, bowls – they all
play with only players available. Additionally the implementation of a
bonus point for 8 away players while divisive amongst the bagatelle
playing community – does seem to have reduced the frequency of 6&2s.
Therefore I don’t believe in the Winter League that 6&2 is either required

3 Submitted via email by Dave Cooper on 3rd August 2015 2014 AGM minutes :- "proposal 2 looks to reward teams who have eight players present by awarding them a point, win, lose or draw, the idea being to encourage teams to have eight players." I suggest that this 'idea' has not succeeded. Of 120 'away' games played during the 2014-15 Winter season, 80 were played with full sides and 40 were not (only three teams were awarded maximum bonus points). This equates to only a 66.6% success rate. Even discounting the Little Oak's (resigned 21.1.15) five scheduled away games, the figure is still only 69.5% and on that basis, I submit that this idea "to encourage teams to have eight players" has failed. Despite this and in my opinion, it is a fundamentally flawed notion to award points for numbers of players being present :- what has that got to do with playing, winning, drawing or losing games ? We should be acquiring points for results achieved through playing the game and I therefore propose a return to the system where points are awarded for winning bagatelle games and not for merely turning up ! PROPOSAL 2. ALL CUP COMPETITIONS TO REVERT TO THE TRADITIONAL THURSDAY. The proposal last year that one or more of the cup competitions be moved to a Wednesday led to the 'West Cheshire Shield' being played on that night (eight teams entered). This was to the notable detriment of the 'Northgate Cup' with an entry of only three teams. If this were to continue, as a committee we would have to seriously consider continuing with that competition or not. We all know that some clubs and individuals are opposed to cup games on Wednesdays and it may be that last year's decision could lead to the demise of one of our long-standing cup competitions. There are not enough Wednesdays in the calendar year to accommodate more than one cup competition anyway, and while I know there is a point of view that advocates doing away with the Summer league, I have to say that since its reintroduction in 2008, I believe it has been successful and well received. Furthermore, it certainly provides useful income to Bagatelle league funds; it would be a shame to see it go. I propose a return to Thursday nights for all cup competitions in order to maintain the tradition that I have known exist for at least (and probably longer than) 45 years. Has the move of the 'West Cheshire Shield' to Wednesdays been just 'change for changes sake' ? David

regards Derek Proposal 5. submitted by Sean Littlehales via email on 13th August 2015 I respectfully propose the following for consideration by the committee. League games be played such that each game gives each player a chance to win one point for their team by beating the opposing player. As you are aware in a league match at the moment you can have one team win 7 out of 8 games on the night and still lose the match if one of the matches was won by a large enough deficit. It would massively increase the importance of which order a captain plays his team to try and get the win. This change would enable teams to bring on new players into the league with the knowledge that even if they scored very low all would not be lost and they would still have a chance of getting back into the match. Teams would get 1 point for a draw, 2 points of a home win and 3 points for an away win. Individual games that result in a draw would give neither team a point. So a match might me won 4-3 if one of the games was a tie. This change would make it easier for less experienced teams to get points in a match when playing more experienced teams and would possible make the league more attractive to players new to the game by making matches possibly closer and more exciting to watch/take part in. team a team b 55

newcomer to the game it seems strange that a team can win 7 out of 8 games
on the night and still lose the match. 3. Never again to play cup games on a Wednesday. 4. Each
team to put on a raffle at least once a season, yet again bringing more
money into the league. Perhaps landlords could donate the prize. and esteemed bagatelle players of the committee myself Mr Derek Waters of the Cross Foxes B and my venerable team captain Mr Nicholas Hutchison, offer the following proposals as set out below 1. that the Chester & District Bagatelle League , changes its name to the World Bagatelle Organisation or other this will definitely give the game more kudos and will do wonders for the promotion of the game 2. That the board then seeks higher financial sponsorship , this is a very credible possibility, due to the newly elevated status or our extremely skilful game .
